Why is the Box to Ask Questions seen by Guests?

Although guests can answer questions, they cannot ask questions so why is there a box to ask questions that can be seen by guests?

It is how you will get more registered users. It is the easy way to let your users know that they can post questions by registering (They will be redirected to login/registration page upon clicking ask button.)
