is there a way to limit the vote to three in community polls?

Did you selected "Multi-selection checkboxes" option under your component configuration? If yes, you can find it in the combo box just below the title in your new poll creation page.

And you cannot limit the votes to three options as per current implementation, however you can add a note like "Please select three options" in the description field so that your users can select three options.
