i am trying to put in a hand viewer in to CP but it isn't showing up like it would in an article

Please post support issues on forums. That would be faster to resolve and have better maintenance for future.

And regarding this issue, CP is not content component and hence no loadposition plugin available. loadposition works only with articles.

If you want to load the module in between the polls content, please use the built in module positions as described here.

Alternatively, you can use plugins like "Modules Anywhere" which can be embed modules anywhere in the other components.
